Assemblies equipped with devices limiting internal arc effects (active protection)

A design philosophy which is completely different from that just considered consists in guaranteeing the resistance to internal arcing by installing devices limiting the arc.

The approaches in that direction can be of two different types:
• limiting the destructive effects of the arc, once it has occured, by means of arc detectors
• limiting the destructive effects of the arc, once it has occured, by means of overpressure detectors.

The first possibility consists in installing in the assembly arc detectors which sense the light flux associated with the electric arc phenomenon.

Once the arc has been detected, these devices send an opening signal to the incoming circuit-breaker, thus guaranteeing tripping times of the order of 1-2 ms, therefore shorter than those proper of the circuit-breaker.

The operating logic of an arc detector is the following: the occurrence of an arc inside the switchboard is detected by the arc detector because an intense light radiation is associated with this phenomenon.

The arcing control system detects the event and sends a tripping signal to the circuit-breaker.

All the above with trip times of a few milliseconds and supplanting the tripping of the CB overcurrent relay which, for example, could be delayed due to current selectivity questions.

Figure 1 shows the possible positions where this device can be installed inside a switchboard.

The ideal solution is that which provides the installation of at least one detector for each column, with the consequent reduction to a minimum of the length of the optical fibers carrying the signal.

In order to prevent from an unwanted tripping caused by light sources indepent of the arc (lamps, solar radiation etc.), an additional current sensor is often positioned at the incoming of the main circuit-breaker.

Only in the event of an arc, both the incoming sensor which detects an “anomalous” current due to the arc fault as well as the sensor detecting the light radiation as sociated with the arc enable the system to intervene and allow the consequent opening of the circuit-breaker.

The second possibility consists in installing overpressure sensors inside the switchboard.

As previously described, the overpressure wave is one of the other effects occurring inside an assembly in case of arcing.

As a consequence it is possible to install some pressure sensors which are able to signal the pressure peak associated with the arc ignition with a delay of about 10-15 ms.

The signal operates on the supply circuit-breaker without waiting for the trip times of the selectivity protections to elapse, which are necessarily longer.

Such a system does not need any electronic processing device, since it acts directly on the tripping coil of the supply circuit-breaker.

Obviously it is essential that the device is set at fixed trip thresholds.

When an established internal overpressure is reached, the arc detector intervenes.

However, it is not easy to define in advance the value of overpressure generated by an arc fault inside a switchboard.

При обнаружении дуги данные устройства посылают сигнал управления на размыкание вводного автоматического выключателя. Гарантируемое время реакции составляет 1-2 мс, что меньше времени срабатывания автоматического выключателя.

Логика работы устройства обнаружения дуги следующая: Дуга, возникшая внутри НКУ, обнаруживается датчиком, реагирующим на интенсивное световое излучение, которым сопровождается горение дуги.

Обнаружив дугу, система управления посылает сигнал автоматическому выключателю.

Время срабатывания датчика и системы управления составляет несколько миллисекунд, что меньше времени срабатывания автоматического выключателя, осуществляющего защиту от сверхтока, который обычно для обеспечения требуемой селективности срабатывает с задержкой.

На рис. 1 показаны места возможной установки устройства защиты внутри НКУ.

Идеальным решением является установка, по крайней мере, одного устройства защиты в каждый шкаф многошкафного НКУ.

Это позволит до минимума сократить длину оптоволоконных кабелей передачи сигнала.

Для предотвращения ложного срабатывания от других источников света (т. е. не от дуги), например, таких как лампы, солнечное излучение и т. п., дополнительно в главной цепи вводного автоматического выключателя устанавливают датчик тока.

Только при наличии двух событий, а именно: срабатывания датчика света и обнаружения аномального увеличения тока, система управления считает, что возникла электрическая дуга и подает команду на отключение вводного автоматического выключателя.

Второе решение заключается в установке внутри НКУ датчика избыточного давления.

Как было описано ранее, одним из характерных проявлений электрической дуги, возникшей внутри НКУ, является ударная волна.

Это означает, что можно установить несколько датчиков давления, задачей которых является обнаружение импульса давления (с задержкой 10…15 мс), обусловленного зажиганием дуги.

Сигнал от датчиков давления поступает на вводной автоматический выключатель, который срабатывает без задержки на обеспечение селективности.

Такая система не нуждается в электронном устройстве обработки информации, поскольку воздействует непосредственно на независимый расцепитель автоматического выключателя.

Вполне понятно, что такое устройство имеет фиксированный порог срабатывания.

Датчик-реле дуги сработает, как только будет достигнуто заданное значение избыточного давления.

Следует иметь в виду, что не так легко заранее определить значение избыточного давления, которое будет создано при зажигании дуги внутри НКУ.

LV switchgear assemblies are undoubtedly the components of the electric installation more subject to the direct intervention of personnel (operations, maintenance, etc.) and for this reason users demand from them higher and higher safety requirements.

The compliance of an assembly with the state of the art and therefore, presumptively, with the relevant technical Standard, cannot be based only on the fact that the components which constitute it comply with the state of the art and therefore, at least presumptively, with the relevant technical standards.

In other words, the whole assembly must be designed, built and tested in compliance with the state of the art.

Since the assemblies under consideration are low voltage equipment, their rated voltage shall not exceed 1000 Va.c. or 1500 Vd.c. As regards currents, neither upper nor lower limits are provided in the application field of this Standard.

В общем случае ПС и РУ являются составной частью электроустановок, которые различаются:

    Генерирующие электроустановки служат для выработки электроэнергии, преобразовательно-распределительные электроустановки преобразуют электроэнергию в удобный для передачи и потребления вид, передают ее и распределяют между потребителями;

• по роду тока:
  
  • постоянного тока,
  • переменного тока.

• по напряжению:
  
  • до 1000 В,
  • выше 1000 В.

 Шкала номинальных напряжений ограничена сравнительно небольшим числом стандартных значений, благодаря чему изготавливается небольшое число типоразмеров машин и оборудования, а электросети выполняются более экономичными. В установках трехфазного тока номинальным напряжением принято считать напряжение между фазами (междуфазовое напряжение). Согласно ГОСТ 29322—92 установлена следующая шкала номинальных напряжений:

для электросетей переменного тока частотой 50 Гц междуфазовое напряжение должно быть: 12, 24, 36, 42, 127, 220, 380 В; 3, 6, 10, 20, 35, 110, 150, 220, 330, 500, 750 и 1150 кВ;
для электросетей постоянного тока: 12, 24, 36, 48, 60, 110, 220, 440, 660, 825, 3000 В и выше.

• по способу присоединения к электросети ПС разделяются на:
  
  • тупиковые (блочные),
  • ответвительные (блочные),
  • проходные (транзитные)
  • узловые.

Тупиковые ПС получают питание по одной или двум тупиковым ВЛ.

Ответвительные ПС присоединяются ответвлением к одной или двум проходящим ВЛ с односторонним или двухсторонним питанием.

Проходные ПС включаются в рассечку одной или двух проходящих ВЛ с односторонним или двухсторонним питанием.

Узловые ПС кроме питающих имеют отходящие радиальные или транзитные ВЛ.

• по способу управления ПС могут быть:
  
  • только с телесигнализацией,
  • телеуправляемыми с телесигнализацией,
  • с телесигнализацией и управлением с общеподстанционного пункта управления (ОПУ).

Подстанции оперативно обслуживаются постоянным дежурным персоналом на щите управления, дежурными на дому или оперативно-выездными бригадами (ОВБ). Ремонт ПС осуществляется специализированными выездными бригадами централизованного ремонта или местным персоналом подстанции.

В РУ напряжением до 1000 В провода, шины, аппараты, приборы и конструкции выбирают как по нормальным условиям работы (напряжению и току), так и по термическим и динамическим воздействиям токов коротких замыканий (КЗ) или предельно допустимой отключаемой мощности.

В РУ и ПС напряжением выше 1000 В расстояния между электрооборудованием, аппаратами, токоведущими частями, изоляторами, ограждениями и конструкциями устанавливаются так, чтобы при нормальном режиме работы электроустановки возникающие физические явления (температура нагрева, электрическая дуга, выброс газов, искрение и др.) не могли привести к повреждению оборудования и КЗ.

6.2.2 Instructions for handling, installation, operation and maintenance

The ASSEMBLY manufacturer shall provide in documents or catalogues the conditions, if any, for the handling, installation, operation and maintenance of the ASSEMBLY and the equipment contained therein.

If necessary, the instructions shall indicate the measures that are of particular importance for the proper and correct transport, handling, installation and operation of the ASSEMBLY.

The provision of weight details is of particular importance in connection with the transport and handling of ASSEMBLIES.

The correct location and installation of lifting means and the thread size of lifting attachments, if applicable, shall be given in the ASSEMBLY manufacturer's documentation or the instructions on how the ASSEMBLY has to be handled.

The measures to be taken, if any, with regard to EMC associated with the installation, operation and maintenance of the ASSEMBLY shall be specified (see Annex J).

If an ASSEMBLY specifically intended for environment A is to be used in environment B the following warning shall be included in the operating instructions:

CAUTION
This product has been designed for environment A. Use of this product in environment B may cause unwanted electromagnetic disturbances in which case the user may be required to take adequate mitigation measures.

Where necessary, the above-mentioned documents shall indicate the recommended extent and frequency of maintenance.

If the circuitry is not obvious from the physical arrangement of the apparatus installed, suitable information shall be supplied, for example wiring diagrams or tables.

6.2.2 Инструкции по монтажу, эксплуатации и техническому обслуживанию

Изготовитель НКУ в своей документации или каталожной информации, при необходимости, должен указать условия монтажа, эксплуатации и технического обслуживания НКУ и оборудования, содержащегося в нем.

Если необходимо, в инструкциях должны быть указаны специальные условия правильного транспортирования, монтажа, эксплуатации и функционирования НКУ.

При этом, указание веса представляет особую важность в связи с транспортированием и эксплуатацией НКУ.

Правильное размещение и порядок монтажа подъемных средств, а также размер резьбы арматуры для грузоподъемных работ при их применении должны быть указаны в инструкции по монтажу и эксплуатации изготовителя НКУ.

Если необходимо, должны быть указаны предпринимаемые меры, касающиеся ЭМС, при монтаже, эксплуатации и техническом обслуживании НКУ (см. приложение J).

Если НКУ, предназначенное для применения в окружающей среде А, необходимо использовать в окружающей среде В, в инструкцию по эксплуатации должно быть включено следующее предостережение:

ВНИМАНИЕ
Данное изделие рассчитано на применение в условиях окружающей среды А. Применение данного изделия в окружающей среде В может вызвать нежелательные электромагнитные помехи, в этом случае потребитель должен обеспечить соответствующую защиту другого оборудования.

При необходимости в документации могут быть указаны рекомендуемый объем и частота технического обслуживания.

Если принципиальная электрическая схема не очевидна по физическому размещению установленного оборудования, то должна быть представлена соответствующая информация в виде схем соединений или таблиц.]
